How to train cats to stay off the roads

Hi - we have sadly lost 2 cats to the roads, one only a week ago. First time it became obvious to us to that the road was simply too fast for them. Now we have moved to a new house where the safety and the traffic levels were key to our choice to ensure they would be safe. Kept them in at night regardless to add extra safety. But our girl was very clever and kept opening the cat flap and going out despite us even placing the very heavy bin in front of it to keep her out. Eventually we decided that is was ok to let them out as and when they pleased as the road was quiet and they were mainly in our back garden anyway. To our surprise she got killed instantly on an late night last week. We are devastated and trying to figure out what to do to ensure our remaining cat is safe - aside from never letting him out at night. A cattery owner suggested taking him out on the bin collection day and hold him until the noisy truck comes and goes. He assured me the poor thing will be so terrified of moving things on the roads it will put him off for life, but I am not convinced. Has anyone heard/tried this? Any tips? Thanks.
